Purchasing a file here won't get your paypal banned, they only go after content providers not people making purchases. Still, if you're worried there is always the option for CC, you don't technically need to provide your name/address for that just fill in junk, make sure the card # is correct and the zip code as those are the only things actually verified by the card processor.
