Why is my file "premium"?

I uploaded a file, but it ended up in the "premium" section which gets very few views. What does it take to get it in the "free" section?

OK I guess it's that there are 6 months to wait before it will come out of "premium."

what if file makers wish for their files to be free at release?

That is not an option and would kinda defeat the purpose of the system. On rare occasions I have made an exception for a single file but there needs to be a reason.
