File voting question

Hi,

I was just wondering why some files can be voted on and some can't. I understand in the cases of premium files and pay files why you might not be able to vote until you've gotten them, but a lot of free files can't be voted on either. Does the person who makes the files decide whether or not to allow votes/ratings ?

If you download a file, you can vote for it, if you don't, you can't
