Not sure where to post this. If a custom file is not excepted, is an email sent with a reason so it can be changed, or is it ignored?

If I was to ask for a file that is not excepted, I would like to know if it can be changed so it can be made.

I always respond to emails, and actually said I would be happy to do your file. However, we have been having some troubles with sending email since the move to the new server so please be patient.
