Voting versus selection of new files

Hi, everyone. i haven't posted here before although i have been to the WWM site a number of times. i am not at all clear about which files are chosen to be the newest ones offered on the site. It doesn't look like the number of votes a file has is related to the order in which a new file is selected. What is the purpose in voting on files? Also how much weight does a member vote have compared to non-member votes? :?

Firstly, a member vote counts for 5 normal votes and although im sure EMG takes into account the number of votes for a file, he dosn't always choose files that are most popular, so basically, voting helps, but it's not a guarantee it will be made quicker.
