Equalization in regards to tone-playback.

I recently played around with the equalizer addon (Equalizer by Nevi) in winamp for tones. It seems really effective in making them more listenable, read silent or nearly so, and also a bit stronger. The equalizer in audacity isn't nearly as good though as it starts at 30hz, is only minus 30 dB and not accurate. I want to know what other programs has good equalizations, especially the ones for making files. Also I like to know how to best accurately figure out what tone is used in files I've downloading from analyzing them. I've tried going by what is the highest volume in audacity's spectrum plotter atter splitting stereo tracks, it seemed to work after I tried it on a track called something with orgasm frequency and got 48hz. Not sure if it is the best approach. I hope this info is helpful.
