Well, most people who listen to these files don't bother to post on the forums. I just checked and there have been 18,237 downloads! Of course some guys just sit there tempted by it. It takes a while for most of us. Not a quick file, as I recall it was about a month before I noticed the first changes, and then it seemed they came one by one. I'm guessing no, because the file itself doesn't try to do that -- it has suggestions about both topping and bottoming.
