I'm new to this website and it says that there are free downloads here. I
click on a name and it tells me to become a premium member, which costs money. I don't understand it.

Most of the files are free. you are evidently trying to down load some of the small number of premium files. don't click on the blue icons. click instead on the title of the file. [there are a few exceptions where you have to click elsewhere.] of course you could become a premium member for six bucks or so for one month if there is a premium file you just cannot do without.
