message hanging in the outbox

what causes a message to hang in the outbox? In the past, sent messages would move to the sent folder. WOH

I'm guessing, but I ... think ... that a message stays in the Outbox till someone reads it, then it is filed in Sent. That's the opposite of the way it used to be.
