The free program AUDACITY can change music types and also allows you to add other channels, splice out words, deepen the voice and so on.

He's talking more of a site-wide issue where he'd like files users upload to be labeled with the same extension they have when uploaded. Changing a file type isn't that hard, but I don't plan to download every file on the site to make sure it's an mp3 and then fix it manually.
