Basically, the filename and description parts are self-explanatory.
The black number to the side of the description is the number of non-Premium votes the file has gotten.
The red number is the number of Premium votes the file concept has gotten. One Premium vote counts for five non-Premium votes, so, if a file has 3 and 6, then in essence, it ranks as if it has 21 non-Premium votes.
As for the purpose, it is simply this: you make your ideas for future files heard, and if it's a good idea, either EMG or another 'tist may actually make the file in some form or another. It's a good way to get a file made if you can't afford the price of a custom file, with the caveat that the file may not get made at all.
At least that's the way I see it.
