Perhaps some sort of search or category involving files that were updated, as opposed to brand spanking new. This would make it more appealing to update a file with the constructive criticism of others, instead of reposting under a brand new file description. Otherwise it just feels like trying to reinvent the wheel each time, instead of actually improving on a concept that is successful.
