is considered OK to use someone else's script, IF you are making a free file that you DO NOT wish to profit from
if it is not what is the process of asking them for consent?

Contact the author first(if the file is mine just assume you have permission). If they respond you're good, if they don't respond the choice is yours. If they say no, then you have an answer.
