SayVoice.com offers a funky reader program which does little, but bundles voices with the sale of their reader.
I purchased the SayVoice with 10 voices for $29.99. This is the same price as buying one voice alone from Cepstral, and $15 dollars less than one voice from AT&T.
The SayVoice voices lack some features of the more expensive brands, but they can do an acceptable job with creative misspellings.
Using the SayVoice voices with Balabolka program gives access to a "dictionary" or ".ini" file which can store some of those creative misspellings, so the text can be spelled the ordinary way and pronounced in the specified way.
The more advanced voices have expressions, like "laughter" and "sigh" which don't come with the bargain SayVoice voices.
