In theory, all women are capable of squirting, under the right circumstances. Some may have the tendency to be gushers by nature, but from what I've read, it's at least possible in almost every case.
The trouble is that many women (allegedly) can't relax enough to have an unforced orgasm in the first place. Apparently, there may be a strong urge to pee right before squirting, even though it ISN'T pee, but the female equivalent of seminal fluid. In any case, if she clamps down to keep from 'peeing' it won't happen.
I've worked with my wife on this, since she can cum from a simple tickle on the hand or a tug on her hair, or can keep one going for minutes at a time. Even so, she has only been able to actually squirt once or twice.
