Technically, yes, it would be suicide. The person is deliberately performing an action (even if it is inaction) which will result in their death. Suicide is knowingly choosing death. It is the knowing what will happen if the medication(s) is(are) discontinued.

Where suicide gets tricky is the question of when society approves of someone committing suicide. Some states have passed "Right to Die" laws, but they are in the minority. Whether or not the state has such a law, the next step would be to talk the decision over with their doctor-- and probably a psychiatrist/psychologist.

The problem with suicide is that is very difficult to undo if death proves to be a worse option than staying alive.
