I just tried it twice from 2 different pathways and both times it started the download process. I do not know why you are experiencing this problem.
maybe try accessing it from the main files section. If it persists, maybe post something in the forum for site improvements. Maybe your privledges have changed. Post back any progress. WOH

When I try to download from the forums page I am told it is not available and then I need to sign in again to get back.
I went to the files page, searched for your name and was able to download the file.

OK, here's the difference I see. the link in forum here causes a new window to open in my browser. Maybe yours is the same. Anywhere else, it downloads from the same window. So, maybe your browser is balking at opening a new window? That's my best guess. Glad you were able to get to it. WOH
